Artak Beglaryan is a public and state figure who has held various positions in Artsakh, including the roles of Human Rights Ombudsman and State Minister.

Despite being blind since childhood and facing numerous difficulties, he received a high-quality education at universities in different countries, including Yerevan State University, University College London (UCL), and the Fletcher School of Law and Diplomacy. He consistently emphasizes the importance of an individual's education and self-development, highlighting the quality of learning from problems and failures along that path, as well as the drive to be useful to others.
